Using A Cell Phone While Driving Becomes Moving Violation

June 24, 2019 – Beginning next month drivers in Illinois caught by police using their cell phone behind the wheel will be charged with a moving violation. That means a guilty infraction will go toward the state’s three-strikes rule that suspends a driver’s license after three moving infractions a year. Contrary to a number of reports, an Illinois State Police spokeswoman said officers will still be able to let drivers off with a warning.
